Where the provider is required to not only show but describe the images to the patient? And where the woman is required to undergo counseling? link

I couldn't figure out what "pre-emotive" meant, so I Googled it, but all it gave me was "preemptive."
I'm guessing it means "Strike before they have a chance to get too mad at your idiocy."
It's an industry term, describing a very early developmental stage where there is no distinction between the expressions of various emotions - crying is essentially the only expressive tool babies have at that stage.

Also maintaining size limits per table. Also by that time a sizable portion of the state should be vaccinated. Would I have done it? No but the positivity rate today was 1.58 and has been low so this isn’t Texas.
Every now and then I'll get out of my car and have forgotten to put my mask on. But then I'll see someone coming out of the store wearing a mask and I'll go "oops". So I go back to the car and retrieve a mask, no big deal. Fortunately in CT it seems compliance is nearly 100%.
Same in Westchester. People have been so friendly and helpful here. Even if I'm out on a walk or something, someone will walk off the sidewalk so we can all have plenty of space. The idea that people refuse to wear masks is just mindblowing to me.
