No, but the implementation of how they are applied is racsist and the intent in those designing them is often racist.
If Voter IDs were free, easily available at nearly any local store, at different times of day then they would be a lot less likely to be racist.

It's really not that simple a question. I believe that's part of the story. I don't believe that simple correlation is a sufficient explanation, but that it exists in context that provides causality as well as correlation.
