As per BA lists The Yanks and KC are only teams who have yet to report any Venezuelan signings.

By finding out the age and country each announced player is from, as of now we haven't signed a player from Venezuela this year. Maybe we have agreements but haven't announced them as of yet....Lots of problems down there.

This year for some reason IFA news has been very limited. I have gone to all the Channels i have in the past but nothing? I think not being J2 has.something to do with it as well.
